Located in the Financial Assets and Liabilities group, this role requires strong quantitative analysis, financial modelling and conceptual skills. Supportive team and manager.

The Department of Treasury and Finance provides economic, financial and resource management advice to help the State Government deliver its policies. The Financial Assets and Liabilities group (FAL) provides advice and reports on the financial assets and liabilities and associated financial risks of the State. This includes the investments, debts, superannuation and insurance claims liabilities and guarantees. FAL is also responsible for the regulation of not-for-profit, non-government housing agencies, providing governance and prudential oversight of the State's Public Financial Corporation (PFC) and coordinating the financial and budgetary reporting of the PFC sectors. The group is made up of three teams - Balance Sheet Management, Financial Policy and Housing Registrar.

This position is located within Financial Policy whose responsibilities are focussed on providing oversight and policy advice on the management of the State's public sector superannuation and insurance liabilities and related assets. The team is also responsible for overseeing the governance and prudential supervision of the State's PFC.

About the role

Key responsibilities in this ongoing role will include:

  • Reviewing the Corporate Plans and business cases submitted by agencies in the PFC sector
  • Reviewing agency performance against agreed key performance indicators on a quarterly basis
  • Reviewing financial and non-financial data provided by agencies in the PFC sector for inclusion in the State's Budget and other financial reports
  • Undertaking financial analysis and providing advice on policy options related to the capital management, pricing and financial sustainability of the State's insurance agencies
  • Preparing ministerial briefings on a range of issues impacting the State's PFCs
  • Liaising broadly across DTF, other Departments and external stakeholders to review and assess policy options or proposals
  • Developing and maintaining strong working relationships with key stakeholders across the Department and externally

About you

To be considered for this role, you must demonstrate the following:

  • Strong quantitative analysis, financial modelling and conceptual skills including experience analysing financial statements and/or financial data and a good understanding of government reporting standards
  • Sound organisational skills with a proven ability to manage own work program and deliver results within agreed timeframes
  • Excellent written and verbal communication skills, including experience preparing and delivering briefings/reports within tight timeframes
  • Well-developed interpersonal skills with an ability to build networks, liaise internally and externally and effectively represent the department
