Our Financial Markets division is the centre of Financial Markets expertise for NSW, acting as the State’s Central Financing Authority, funding and managing the NSW debt portfolio, providing advice and financial solutions and enabling local governments to access appropriate debt and investment products.


Reporting to the General Manager, Financial Markets, the Business Manager is responsible for supporting the GM in all aspects of the division’s operations including
  • overseeing and managing the strategic plan
  • coordinating the budget process
  • planning and running BAU change projects
  • ongoing Board reporting
  • responsibility for the Line 1 Risk Management framework and controls
  • regular reporting and coordinating resourcing requirements for the Financial Markets Division
The position also has a dotted reporting line to the Chief Operating Officer (COO), to support the proactive management of issues between the Financial Markets Division and the Corporate Support functions.

To excel in this role you will have in depth understanding of the fixed income and loan markets and ideally familiarity with the government sector. You will have proven ability to set, drive and manage divisional strategic objectives and plans, strong understanding of governance processes, including the role of Boards and Board Committees and an understanding of the investment management industry and the 3 Lines of Accountability (3LOA) risk framework.

In addition, you will have excellent written and verbal communication skills, including presentation skills, budget and P&L management experience, attention to detail, strong stakeholder management, negotiating and influencing skills, ability to run complex projects from beginning to end, ability to build credibility across the organisation and with subject matter experts, ability to work across business divisions and with people of all levels of seniority and experience, and strong problem solving and decision making skills.

The successful candidate will hold a tertiary qualification in finance, business or a related discipline, and will have exposure to and sound knowledge of financial markets, with experience working in a financial services environment - plus a minimum of 5 years’ experience in a Finance or Business Manager role.
